While the NYS Senate was still evenly divided (with Sen. Pedro Espada pledged to caucus with the Republicans), Governor Paterson appointed Richard Ravitch as Lieutenant Governor, a position that would mean acting as tie breaker in the Senate. The next day, a press conference led by Malcolm Smith and Pedro Espada revealed that Sen. Espada had returned to the Democratic fold and that he and Sen. Smith would share leadership. Sen. Smith is to be President Pro Tempore and Espada is to be Senate Majority Leader.
