"Wandering Padavan": On June 30, 2009, 31 Senate Democrats (all the Democrats minus Pedro Espada) convened a session in the Senate Chamber and, with Republican Senator Frank Padavan in the chamber at the beginning of the session, counted him as present for the 32 senators required for a quorum. They proceeded to pass a long list of bills deemed "uncontroversial." Later, Senator Padavan claimed he'd merely passed through the chamber to get to the lounge for a beverage, never intending to be counted as present.
