Otto "Mad Dog" Weapons is Jane Mighty's brother, the middle of three children. While growing up, he showed an early aptitude for handling explosives. Eventually he became a mercenary and demolitions expert. Otto was last seen heading to Africa to sell land mines; his family has not heard from him for several years.
