Looking back, I can see that the caption for this cartoon might be a bit obscure, especially for younger people. Prince Albert was (is?) the name of a brand of loose tobacco that was popular when more people used to "roll their own". Chilren used to make prank calls such as this, along with the ever popular "Is your refrigerator running?" Answer: "Well, you'd better go catch it!" Ah, those were simpler times. Much simpler.
