An early story that never ran. I used to do a lot of these "Break the fourth wall" type things, but it was purposely vague as to whether Patty-Cake was only pretending she was in her own comic, and imagining these talks with the unseen narrator. Though this particular neighbor was never seen in any story that did run, she does exist in Patty's neighborhood. I like to be consistent, and once a character is introduced, they're a part of the reality.
